The United Nations has issued an urgent appeal for $1.42 billion to maintain essential humanitarian services for approximately 8.8 million people in Yemen through the end of 2025. This funding, the U.N said is vital to maintaining life-saving programs amid one of the world's most dire humanitarian crises.

The appeal, announced by the UN Office for the Coordination of Humanitarian Affairs (OCHA), aims to preserve the minimum level of humanitarian assistance and critical life-saving activities for vulnerable populations across the country. It is a targeted supplement to the broader 2025 Yemen Humanitarian Response Plan, which seeks $2.47 billion to assist 10.5 million people in urgent need of aid and protection.

In February 2024, the United Nations and its humanitarian partners launched an appeal to raise approximately $4 billion to address the needs of 18.2 million people in Yemen.

2024 was another trying year for the people of Yemen. As the country moved into its tenth year of conflict, more than half the country’s population required humanitarian assistance and protection services. Economic shocks, weakened essential services, and climate hazards compounded the decade-long protection and humanitarian crisis.

This year, civilians benefitted from reduced hostilities due to the de facto continuation of the 2022 six-month Unbrokered truce. Conflict-induced displacement decreased further, and new road openings—notably in Ta’iz and Marib—helped to increase civilians’ freedom of movement and the flow of commercial goods, enhance access to public services, and facilitate returns across frontlines.

However, other risks emerged in 2024 with negative impacts for millions of people in need, including escalating regional conflict, widespread economic decline, and disruptions to lifesaving assistance due to funding shortfalls.

The Yemen Humanitarian Fund (YHF) which was established in 2015, is a rapid and flexible funding mechanism supporting national and international NGOs and UN agencies, to respond to the most pressing or critical emergencies in a fast-changing environment.

Under the leadership of the Humanitarian Coordinator for Yemen, the YHF supports the timely allocation and disbursement of donor resources to the most critical humanitarian needs defined in the Yemen Humanitarian Response Plan.
